isn't releasing; the release just pulls very cleanly and smoothly to
the end of it's travel.

Had this same problem with my car.
What happens, is that there are 2 cheap $1.99 clips that get all dried-up
and break. They keep the cable attached tightly to a piece of metal so that
when you pull on the hood release handle, the hood pops. "Stealer" only
IIRC... mine took 2 days.
Anywho, there are 2 ways: get at it from underneath with a coat hanger or
such (PIA), or start taking apart the trim in the DS footwell (PIA, but
easier)
Take the screws out which hold the covers on near your feet (6). You also
need to take out the trim piece which runs from the DS door jamb area up
toward the dash.
Get in there with whatever tools you can (vicegrips and pliers) to take the
end of the hood release cable out of the plastic handle. Grab onto it with
the vicegrips, pull gently, and pray.
What happens is that the handle limits how far you can pull the cable and
you need to pull it out A LOT farther than normal if those plastic clips
have popped loose.
It also might help to get someone to press down on the hood while you pull
the cable.
