I've not only driven in Paris, but seen/followed/ridden-with our very own man in France, Frederic, driving in Paris and the country-side. I think one would be hard-pressed to find any worse driving under any circumstances again.
I'll be in Amsterdam next weekend, and will report on my conclusion.
The original scope of the observation, though, was foreign drivers on the German autobahn. Seems a lot of non-German residents think they can ignore the traffic laws because they are "out of country". Don't forget the French plates are yellow too, hence my comment you quoted :) However, one sees many more Dutch plates around here than French, so that doesn't help the sentiment.

You need to drive in Amsterdam and then run off to Paris ... that will prove
that the Dutch are not the worst in Europe.
The fast lane is for overtaking ... it appears that is exactly what they are
doing.
