[s-cars] Temp Gauge Doesn't Move in COLD Weather

Gentleman,
	As Hap alluded to it is pretty cold here in Colorado around 28 deg. this AM.  The question I have is ever since I got my 92 my temperature gauge seems to take a long time to come up to temp.  Usually on a 15 min commute it is barely at the 1st line...in cool weather  Is this normal? It will eventually come up unless say I am coasting down a long hill say over Vail Pass or Eisenhower tunnel where the temp will fluctuate greatly.

Also when it is cold like today it doesn't budge...if I feel the reservoir coolant tank even that is luke warm.  Thermostat going bad?  Sensor?  It doesn't have any problems in the summer and seems to come up to temp at a normal rate about 10 min...

Thoughts?
