Two things - Check and see if you have the right distributor for the ECU.
There was a difference in the pickups where the ECU is actually seeing twice
the engine speed.
The other thing to check for is in the rotor, some rotors have spring loaded
contacts which makes for a mechanical rev limiter. The centrifugal force acts
on the contact to limit revs. Early Audi's had this type of rotor.
