Safe boost limits?

They depend on a lot of things. Even then, the math might not always
play out.

I ran my RS2 turbo, at altitude, at 30 psig of boost, for a year. No
problems. Damn, that sum bitch was fast.

In terms of turbos, you have to check and see what is effecient (given
pressure ratios and what atmospheric pressure you are operating at).

In terms of engines, SJ claims that there was a time when Audi Sport was
welding heads to blocks. That time was 28 psig of boost.

I spike to 28 psig these days, and quickly drop down to sub 26 psig (on
91 octane, 95+ octane is a different story). I try to take it a little
bit easier on the throttle going up Vail pass (10k feet) or on really
hot days.
