The flange thickness of the hub is 11.8mm, and the thickness of the
stock rotor hat is 7.0mm.

Accordingly, depending on what kind of brake rotor hat you have, you
need at least 18.8mm (let's call it 19.0mm) of lug bolt protruding past
the mating face / hub of whatever wheel you may be using. You can have a
fair amount more actually w/o issue. Try not to have less though.

Obviusly, this value is easy enough to check by slipping a lug bolt into
the prospective wheel and measuring how much of the bolt protrudes out
of the backside.
