If you compare front to front, rear to rear, wheel center (or wheel lip) to
fender lip is a valid comparison Frank, especially of the same car. At the
jack points requires a lot more work, and is a much more exacting measure,
albeit good for rank angle comparos. IME, the difference is that the lip to
fender measures will vary greatly with minor changes to suspension. IME II,
1in cut in overall strut/spring length doesn't equal 1in lower ride height
at the fender measure. Given the rake angle of the jack points to centerline
of wheel, a different factor will be coming your way. In fact, estimating in
terms of "adjusting" rear height, btdt.... Frustrating ("F with your head" -
Don TM) if playing with both the front and rear lengths.
I say keep it simple (KISS). Fender lip to wheel lip on the same car (same
wheels/tires) certainly appears valid in my shop. YMMV.

shaped differently. OF COURSE you are going to end up with a large
difference.
Measure before and after, with the same tires, at the jack points.
