No.  Well maybe not.  One Swiftian postulate posse (the Small enders)
hypothecated that the teeny, tiny wires were intended to produce turbulence
which would impact they way the mass actually passing through the measuring
orifice (the bulls eye in which the hot wire is actually located) there by
changing they the wind "rubbed up" against the wire.

The other Lilliputian cliché (the Big Enders) claimed "Nay, Nay mass
measurer ..." marveling at the carefully crated leading edge of the
bull's-eye and noting they didn't think a bumpy ride would change anything
at all.

The Dead Enders (Don Rumsfield & his gang), simply assert since no one has
the instrumentation, or access thereto to make any kind of bomb damage
assessment, it doesn't matter.  Régime removal won't change the size of the
measuring orifice.  They suggested removing only one screen, would still
produce the desired results, while still appeasing the UN apologists.....
