That's not true, when I had my air bag light reset it was done through the connectors in the fuse box, I think it can also be reset by removing the ECU fuse and putting it back(not 100% on that)

air bag light. I had soldered in a new bulb for the diff light switch in the
center console. However, I had crossed one of the solder points and joined
it with another soldering line(sorry for the lack of correct terminology
here but that's the best way I can describe it) So naturally, as soon as I
put the key in the ignition and turned it on, I blew a fuse. Yep, this fuse
is the one used for the ABS, Anti-lock, differential lights, Air bag light
and few other things. After realizing my mistake and correcting the solder
issue, I always had the air bag light on after startup for the first two
minutes of driving. After two days and being super annoyed with this, I
consulted a friend at the dealer who simply had me pull out the climate
control head unit and hidden behind it there is a two pin connector(maybe it
was the same connection as the VAG 1551 but not sure) and he reset the
airbag light/control system. Says this is the only way to reset the air bag
light as it wouldn't work from the main fuse box. It's worth a try.
