Hmm.

When my wife's pearl '96 A6 quattro wagon was dented last winter, and we had
to replace the fender, straighten the door, and repaint the entire side of
the car, my insurance company (USAA) paid the full amount of the repair, no
deductible, no questions asked.

Why is this situation any different?

This problem was caused by the road crew. Your insurance company should pay
to have your car put back the way it was before the damage, and then they
should go after the contractor.

Alternately you could sue them yourself.
