FWIW, I believe the cars will pass tail pipe emissions tests (at least in
Colorado) even without cats installed.  Of course, YMMV on this ....

Of more concern perhaps is failing cats, as in plugged up.  You'd need to
put a pressure gauge on the test pipe coming out of the stock exhaust as I
recall that's located AFTER the turbo, but before the cats.  My guess is
that more than (?what say the list gurus?) say @ 3psi +/- of back pressure
at full (18 lbs of intake manifold pressure) boost might indicate some form
of downstream restriction worth rattling about after.
