[s-cars] Seat heater

I need some help figuring this out.  First, the fuse that says it's for the=
 seat heaters and is also for the front (only) cig lighter, doesn't affect =
the seat heater.  I know this because I found the short in the cig lighter =
and after the fuse blew, I was still getting the same readings on the seat =
heater green plug under the seat.  Interestingly, I was also getting 3 or s=
o volts on the cig outlet wires even though the fuse was blown.  Before the=
 fuse blew, I got 12v.

So on the seat heater, I got 9v on the black/white wire in the green plug w=
ith the switch to any of the on positions.  I do not get 12v at the black/y=
ellow wire - I only get 2v.  I get nothing on any of the other wires in the=
 plug, but might expect this if I'm not getting the base line 12v I'm suppo=
sed to be getting.  So can anyone help?  Is there a problem with the switch=
 do you think?  I'm also confused about the fuse.  Thanks.
