Assuming that one of your seat heaters is working, how about taking
measurements on the working seat and seeing how they differ from the
non-working seat?  Here are the measurements I got off of mine, ignition on,
engine not running, meter negative on the brown wire:

Blu-yel (heater power feed) 11.04
Brn-blu (series element connector) 5.65
Brn-yel (temp sensor) 0.21
Blu-wht (temp sensor) about 2, varied as seat heated up

These wire colors are what go into the green connector.  On mine the blk/wht
and blk/yel wires go into the red connector shell.  You could also verify
that the brown wire is in fact a good ground.
