I would assume (assumptions being what they're worth) that
the car needs cats, O2 sensors and a tune-up at the minimum.

The factory cost of cats is enough to drive away an owner from
keeping the car- $1800 or so for each cat when I last checked.

I wonder if there is any problem with the transmission as well?
