Kemper insurance Co. will go full coverage on a repaired car with a
salvage title history. The way it works in my state, NC: DMV does a
pre-inspection of the car prior to any repairs being made. They make a
list of needed minimum repairs to make the car safe to drive on public
roads. As long as you can show parts and repair receipts addressing
THOSE items only AND this total is less than 75% of the market value,
the title is rebuilt. The car is inspected again by DMV and you get a
rebuilt (in some states a clean) title. The point is that if DMV says
the car is safe for use on public roads then an insurance company has to
insure it.

Now if someone did not go through these inspections and just fixed a
salvage titled car and did not do any "title work", then I could see an
insurance carrier taking issue with being asked to insure it.

I recently have had quite an education on this because I totaled my S6
in September.
