Correct.

He probably has the wastegate spring down a little too far and/or the gauge
is inaccurate. If the gauge is accurate the Bosch 3.0 bar is saturated. That
kind of boost should trigger an overboost fuel cutoff. However I have seen a
TAP wastegate spring peg a 2.5 bar sensor (and external gauge) without
cutting off the fuel with IA stage 1+ (@ that time - 1997).
