If you unplug the WGFV you should revert to low output mode. If you have
never changed the spring, it's said you should get 1.3 BAR ABS. If you have
a different spring in it , the boost will vary with that.
If you can build very quickly to 28 PSI there might be some form restriction
in the intake system. If it's a K24.. I'm surprised it will do 28 PSI even.
I would not be spooling up that high to often at all. The next shopping
spree will be for a new turbo if you do.
I would remove the top of the wastegate and make sure it operates smoothly.
