Mike,
I think the consensus for BPV tuning is:

Install it as loose as the spring'll go.
Install boost gauge.
Tighten slightly until you see lack of a flutter on
the gauge while doing 4th gear WOT pulls on a
supervised, rented racetrack, of course.  :-)
