I had a similar problem with my high beam switch in my 93 S4. It got progressively worse until only Voodoo magic on odd-Tuesdays could invoke my high beams.
I was about ready to pull the whole steering column and replace the switch when good lister buddy Shawn Olsen suggested I try a good dose of WD-40.
Bingo. Worked like new!
Nice to see a 2 penny solution actually work sometimes :)
Give a try and please drop me a mail if it fixes or doesnt fix it.

Dave,
I have the same problem with my bright switch. If you put your thumb near the base of the stalk and flick it real hard the brights come on. I haven't been adventurous enough to pull the steering wheel to clean the switch but I suspect this is what is needed. I'll let you know if I ever get around to fixing it.
