[s-cars] Headlight Washer Problems

Now that I finally got my leaking windshield washer reservoir replaced and
have the ability to use it again I need some help diagnosing my headlight
washer problem.  When I had the reservoir out I hooked up the pump to 12V
and it works just fine.  The other thing I know is that there is no voltage
getting to the pump since it doesn't run when I try to use it.  The other
check I did was using a DVM and I got no voltage at the connector while the
windhsield washer nozzles were just squirting away.  Is there a relay
somehwere in the system, and if so where is it located?  Any ideas on what
else could be the problem?  Thanks!
