Some quick answers to your questions:

1. The RS4 replicas are probably 17x7.5 ET43 from your description. Yes,
they
will fit, but they are 6mm too far inboard to be totally "correct." ET45
wheels
will fit without problem as well.

2. For bypass valves, I'd go with either a Forge, Bailey, Stratmosphere
or TurboXS.
