Lee,
I am sure you already know that the lights need to be on to function.
I had this same problem, happened right after I replaced my headlights.
The washers won't work if the sprayer isn't completely seated in the
arm, evidently this prevents the pressure from pushing the arm out and
releasing the spray.
With one hand pull the arm out and hold it, with the other hand push in
on the sprayer seating it onto the arm (check both sprayers), now try
the washers and they should work.
