I'll take a shot:

Is the mirror adjust button to the left of the radi= o supposed to have any
illumination?
- Yes.  The 4 triangles around the pad should illuminate
How are the windshield washer outlets= heated (I read that they are, but
mine froze up)?
- I don't know about the heat, but your nozzles are prolly clogged with wax.
Take a sewing needle and work it in and out of the hole.  Don't rush it, try
thinking about baseball.  After the cleansing, activate the windshield spray
and repeat de-clogging procedure as necessary.  Then, spend the next 5 years
of your life trying to get the nozzles pointed back to their original
location.
How are the key slots h= eated, or does 'heated locks' mean something else?
-Lift the door handle up briefly.  This will activate the heating element on
the lock cylinder.  If that doesn't work, use your remote key fob!
Finally, the fuse that = supplies the cig lighter also supplies the heated
locks, and my fuse blows = the second I put a new one in. Is the short more
likely to be in the heati= ng setup or the cig lighter wiring?
- My first guess would be that the short is the result of the presence of
conductive material in the ciggy lighter base.  Pull the lighter and use a
flashlight to illuminate the contact at the base of the lighter receptacle.
See anything?  Maybe blow it out with compressed air.  None available?
