The common ignition switch failure sure sounds like the most likely culprit.
Ask the guy if his headlights and fan work while the starter is stuck. With
the switch in the start position the X-Cutout relay will cut off power to
high load items such as the headlights, fans, etc to provide as much battery
amperage as possible to the starter. If they don't come on then the switch
is stuck. Or better yet, have him turn the switch back slightly and see if
that stops it.
