Yep.

The fog lights, as they come from the factory, get their switching signal
from the low beams. If you change this to give them a switching signal from
the ignition, they can run independently from the low beams.

One way to do this is to change a lead to the fog light switch.

I did both my cars a while ago and don't remember the specifics.
