In every engine I've built I've done something to the cylinder walls -
honing to get the piston/cylinder clearance correct (skip this step if the
holes are the correct size), then a flex hone (there are different ones for
different ring materials) to establish the cross-hatch final finish.  It's
been a long while since I've built a motor, but I always got the rings to
seat quickly.

Be advised that after any honing operation the block needs a good scrubbing
bath with soap and water, followed by a WD-40 hosing to halt the rust.
