Paul,
The readings are dampened (to prevent going around a corner or over
a rise from altering your gauge radically), and an increase in volume
is ignored by the computer as being inaccurate data. Since it's the law
not to run your car while tanking in Germany, the system only computes
new volume on start-up.
Blame the computer programmers...
