Don't bother trying to fix it. Do yourself a favor and pick up a new
belt/reel combo. They're relatively inexpensive, and easy to replace (at
least the ones on my '95 and '96 were, and those are part of a slightly
different system).

The best part is that a new belt feels so much better unreeling when you
first sit down and buckle in.
