A couple times over the last two weeks, I've gone to
put on my seat belt and I find that the belt refuses
to retract or extend past a certain point. It's
essentially stuck in a semi-extended position.

Perhaps the reel mechanism or the tensioning system is
in need of repair/replacement?

1st-  I agree with Bruce's contention... you got fleeced by the seller!
He's a 1st class yutz 8-).

2nd-  I got a better one for ya...

...MY passenger seatbelt recently refuses to fully retract...  hmmm...anyone
have any suggestions as to how to remove f'n CHEWING GUM from the f'n
SEATBELT webbing?  Yes, I'm serious.  I love my wife, but sometimes...
