I think everything gets illuminated. They tend to use tungsten bulbs however, whioch burn out over time. It is possible to dismantle the switches and solder new bulbs in - alternatively, you could solder in a LED and resistor if there's room.
I think the crossed-out bulb (the white one) indicates an imbalance with the headlights - either different wattage bulbs, a blown one, or a fault in the monitoring circuit. There is another diagnostic which shows a problem with the rear brake lights - this comes on when you turn the ignition on and stays on until the first time you press the brakes whereupon it goes out if there is no imbalance between the rear brake lights.
I don't think the fogs (front or rear get tested).
