I believe it was the California Air Resources Board (CARB) law that
mandated 1996 and newer vehicles include the OBD-II physical interface
and associated protocol.  I agree with Ian that the CARB law was the
impetus for the 1995.5 S6 model year.

You might find some vehicles older than 1996 with an OBD-II interface, but
certainly everything from 1996 on will have it.
