See Audi had an overstock of these mast antennas in 1994, and so Hanz and
Franz in the factory thought it would be a good idea to throw them on the US
bound S4's.  "Just put them on these limited-production US cars, no one will
notice"... So, hence, the 1994 S4 has the fender mounted mast antenna.

Athough I must say the reception is MUCH better than that of the fuba aero
antenna on my S6 Avant, but that's why I pretty much only listen to CD in
that car.
