[s-cars] car seats?

This thread came up a week ago and it got me thinking. In europe, all
new cars come equipped with a universal latch system that doesn't
require the use of a seat belt to hold the seat in. It has 2 metal
finger clips that click into place where the seat back and cushion meet.
I believe this system will be mandatory in Canada and the USA shortly. I
wonder if its possible to retro fit our cars to use this system.
