I once experimentally tried to clean up a 90q fog light using rouge and
three grits of body compound.  There was an improvement, after a lot of
work, but it certainly wasn't worth it.  Maybe with access to an optical
fabrication shop a good clear result could be obtained.  I'd just buy a
new lens if I were you.
