Here's my opinion... I would claim that you will not increase power at all by
cranking down the spring alone. If you have no software mods, your ECU is
still going to try and regulate boost (and it will succeed), in the same fashion
it always has... and regulate it to the same boost maximum. You MAY see a
temporary power increase at full throttle for the brief period of time it takes
the ECU to see the high boost level and respond via the frequency valve. You
will be causing this system to "work overtime," and you'll feel it in the form
of a hunt. The spring is attempting to provide one boost level, and the ECU
another. As a result, you will generally feel it (seat of the pants) as the
engine picks up power (via the spring), and then has it backed off (via the
ECU). Result... acceleration that is not smooth.
IMHO, a waste of time/effort.
