[s-cars] Solvent for Flexible Electronic Sealant??

Salutations & Felicitations;

One of my HID ballasts is acting up and I'd like to do an autopsy. Unfortunately it is filled with a flexible sealant to protect all those electronic gizmos from Mother Nature.

Before I attack it with some home brewed benzene/toluene/lacquer thinner concoction that will render my house unliveable for the next month, does anyone know what is used to dissolve this stuff without damaging the circuit boards? I know something exists to do this and I hate to experiment - I tend to get carried away and go overboard when I start playing with the chemistry set.
