[s-cars] Cold Engine Stop-Light Stalling

I had the same symptoms on my 93s4, so I squirted some WD40 into the
ISV, and it's OK now. I had the problem once on my Delorean, and the
ISV is similar, but was in really bad shape. I squirted in WD40, then
cycled the valve with 12V many times until it smoothed out. It fixed it.
