Ok..just checked the ISV function..seems to be very smooth moving on the output tests..no sticking or hesitation either on the ISV. We also just pressurized the entire intake system with about 15-20 PSI and plugged the Breather on the valve cover. We also just changed the O2 sensor again to see if the Borg-Warner sensor is faulty for some reason. Finally we checked for any DTC's and there were none. I will know in the AM if the O2 sensor is the culprit.

I had the same symptoms on my 93s4, so I squirted some WD40 into the
ISV, and it's OK now. I had the problem once on my Delorean, and the
ISV is similar, but was in really bad shape. I squirted in WD40, then
cycled the valve with 12V many times until it smoothed out. It fixed it.
