That's because there are no "all-season" tires - only 3 season tires if
you're in a place where there are 4 distinct seasons . Short fat gumballs
for the warm weather, taller skinnier knobbies for the winter, each mounted
on its own set of wheels. When the frost bites just come in to the pits for
a tire change.
Or you can just drive slowly year 'round.
