in my experience, putting aside the debate over whether heating it tightens
or loosens the plug in the hole, just heating the plug will cause some
movement between the surfaces and loosen the plug.

i've done that with broken water pump and timing cover bolts on other cars.
heating the broken bolt until it glows has loosened it enough for me to use a
pipe wrench to get the rest of it out.
