[s-cars] Fuel Filter Question

Apologies for the seemingly inane question but.

 

I have a filter that has been sitting on my shelf for some time.  I went to
install it the other day and noticed that the element inside was loose.
Meaning, when I shook the filter the element rattled inside.  I cannot
recall if this is normal or whether this filter is trash.

 

I told you this was an inane question.
