[s-cars] Help..too many hc in Colorado

My 200 20vt with gutted cats failed the emissions test for the 2nd time.
HC limit is 2.5 and I had a 3.02. 

Does anybody in Colorado have a used set of cats they could sell or
loan?
Or does anyone have after market part numbers to cats that fit if I cut
and weld?
Or are there any used Stromung around?  I'm thinking a Stromung could
fit in a 20020v with little modification.
