Actually, I had the opposite problem (tried to mount the rear plate). 
As I recall, you can get to the license plate holder by removing the
liner (if you have a later car, look carefully, they're along the edge),
also look in the handle. Then the bolts to the holder and taillights 
are then exposed. This is to the best of my recollection, so YMMV.
