The outside set of bulb reflectors on the center panel are where the rear
fog light is mounted.  On your center panel you will notice the left side is
open for installation of a bulb, while the right side is not.  That's
because you're only supposed to have one rear fog light and it is always
installed on the driver's side.  The other side is used for cars in
left-hand traffic countries.  However, the center panel is not the same for
both left-hand and right-hand traffic countries with just a matter of which
side the fog light is wired to.  The inside of the lens area is coated to
act as a reflector on whichever side the fog light is supposed to be on.  So
if you decide to wire up both, and give up the fog light, you will probably
end up with uneven lighting.
