George,

If you have no manifold pressure above 1.0 bar you may have a larger leak 
in one of the turbocharger to intercooler hoses, or possibly a seized 
turbo. You can check the bypass valve, to make sure it isn't stuck wide 
open, but it sounds like you have other issues causing the non boost problem.
