Possibly.  The usual fault is a broken wire in the heating element of the 
seat.  You can use a butt crimp and a good crimping tool to rejoin the two 
ends of the wire.  It requires removing the seat from the car and then 
removing at least a portion of the leather until you can get to the break 
in the wire.  Search the archives for "hog ring lunge"  Maybe "hawg ring 
lunge".
