It also occurred to me after writing that it's important to note that the digital stock boost gauge is REALLY slow to respond. In most cases where I have checked to see if I was really getting max boost (assuming max boost to be ~16psi), I have found that I was, and the stock gauge just wasn't registering it fast enough.

  It is altitude and temperature dependent. At sea level and above 80 you should see close to 2.1 bar during overboost.
