[s-cars] Ignition switch came out - on its own

Gentleman,

We headed out to our local mall to enjoy the crowds my wife
went to shut off her car. Unfortunately the ignition switch "lock"
assembly came out attached to her key. Patient in question is a 93 S4.

You should have seen the look on her face, it wasn't good but it was
funny!

I fairly easily re-inserted the assembly back in place. Am I correct in
my assumption that it must have been replaced in the past and the lock
screws are loose (or missing)? Do I recall correctly that the
instrument cluster needs to be removed in order to gain access to the
set screws?
