[s-cars] Windshield Washers not spraying? (Yes there is fluid)

Mine is the opposite.  Windshield washer working fine, but neither
headlight washer working.  (they don't even want to pop out)    I'm
hoping its just a winter thingy and it will heal itself in spring......

Pretty cold here in Denver this AM -2 to -4 deg.  When trying to
activate the Windshield washers I can hear them trying to pump but no
blue stuff.  Anyone ever have theirs freeze or act like this?  Using -20
deg washer fluid..so I would suspect it would freeze.  The head light
washers are working...fine
