You can really diagnose if it is the HVAC squirrel cage fan or not by :

Turn on fan,
Getting some WD40,
Remove the big hose leading to the HVAC squirrel cage fan, ´
Dousing it with WD 40

In my case the fan shut right up, for a few months (the interior did smell 
like WD40 for a day, but that  bothered me less than the noisy fan).

A word of warning, I don't suggest you do this at the top of a freeway pass 
between Oklahoma and New Mexico in 110F weather.  For certain the red WD40 
squirter straw will get knocked off as you are spraying, sucked in the fan, 
then the fan will be even noisier than it was before, driving you nuts.  2 
hours of removal attempts will not work and your hands will be VERY 
sore.  Don't ask how I know that....
